Graduated Services for Victims of Human Trafficking Demonstration Program

***Please note that OTIP will be cancelling this Notice of Funding Opportunity (NOFO) for the Graduated Services for Victims of Human Trafficking Demonstration Program*** The Office on Trafficking in Persons (OTIP) within the Administration for Children and Families (ACF) is announcing funds for the newly developed Graduated Services Demonstration Program. The Graduated Services Demonstration Programs goal is to directly fund one organization to provide services and financial assistance to domestic adults who have experienced a severe form of human trafficking as defined by the Trafficking Victims Protection Act (TVPA) of 2000, as amended. Services will be provided through the establishment of a network of partnerships with community-based organizations that will facilitate the transition of clients from victim service programs providing primary interventions, to long-term services. Domestic individuals include (United States (U.S.) citizens and nationals, lawfully admitted permanent resident (LPR) aliens, refugees, asylees, parolees, and other immigrants authorized by the Secretary of Homeland Security or the Secretarys designee to work in the U.S.)). Under the Graduated Services Demonstration Program the following activities are required: 1) advocate and negotiate services and assistance on behalf of program participants to secure housing, financial services, employment, legal aid, educational opportunities and vocational training, and other resources to support economic mobility; 2) provision of culturally and linguistically responsive community-based services and per capita assistance to eligible program participants; and 3) public awareness efforts to increase partnerships to achieve national coverage. The Graduated Services Demonstration Program is informed by a whole family approach that focuses equally and intentionally on services and opportunities for clients and their immediate family members living within their households. OTIP encourages meaningful engagement of domestic individuals who have experienced human trafficking, and the hiring of qualified professionals that reflect the communities being served in all project implementation strategies under the Graduated Services Demonstration Program. Under the Graduated ServicesDemonstration Program, there is a 12-month project implementation period for the prime recipient to facilitate partnerships, on-board new staff, and develop service protocols. However, clients must be served during the 12-month project implementation period. Under the Graduated ServicesDemonstration Program, the prime recipient must provide a statutorily mandated 25 percent match (cash or in-kind).
