Emergency Solutions Grant (ESG) Guidelines Contact Us View the 2025 Emergency Solutions Grant approved projects Overview Emergency Solutions Grant (ESG) is federal grant providing funding to assist with the rapid rehousing of homeless persons, street outreach, homelessness prevention, and emergency shelter activities. Funds may also be used to support the maintenance of a homeless management information system (HMIS) and administration. This program is authorized by McKinney-Vento Homeless Assistance Act as amended by the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009. Uses Eligible activities include all activities listed in the Emergency Solutions Grant Interim Rule, published in the Federal Register on December 5, 2011. ESG funds may be used for any single activity or combination of eligible activities as outlined below: Rapid Rehousing Street Outreach Homelessness Prevention Emergency Shelter Homeless Management Information System (HMIS) Administration Eligibility DCED will accept applications from any general purpose unit of local government, including cities, boroughs, and townships, towns, counties, home rule municipalities, and communities that desire to apply “on behalf of” other municipalities. Local governments may apply “on behalf of” nonprofit organizations. Non-profit organizations are eligible to apply only for a regional project as long as it demonstrates a regional need and serving multiple counties. Funding $25,000 minimum and no maximum.
