COVID-19 ARPA Whole-Home Repairs Program Guidelines Contact Us Overview The Whole-Home Repairs Program will provide funding for county-wide agencies to address habitability and safety concerns, provide measures to improve energy or water efficiency and make units accessible for individuals with disabilities. Additionally, this program provides funding to the counties for construction-related workforce development. Eligibility Eligible applicants for direct funding from DCED under the Whole-Home Repairs Program are county government or a nonprofit entity authorized via an adopted resolution by the county government. No more than one applicant per county shall be awarded funds by DCED. Funding A nonprofit or governmental entity awarded funds under the program shall use the funds for the following purposes: Make funding available to homeowners whose household income does not exceed 80 percent of the area median income Make loans available to small landlords renting affordable units and securing those loans with a mortgage recorded against the residential property (with some provisions for loan forgiveness) Note : A single grant to a homeowner or loan to a small landlord may not exceed $50,000 per owner-occupied unit or rental unit respectively and may be used to address habitability concerns, improve energy or water efficiency or to make units accessible for individuals with disabilities. Responsibilities of an approved nonprofit or governmental entity under the grant agreement include: Administering the program, hiring staff, and implementing systems and data management tools designed to maximize enrollment in all existing home repair programs administered by nonprofit organizations, government entities and public utilities Investing in workforce development programs that will connect trainees to jobs through committed employer partnerships related to improving the habitability and performance of homes, including cash stipends for trainees and costs related to the des
