Community Development Block Grant – Disaster Recovery (CDBG-DR) Guidelines Contact Us Overview The U.S. Department of Housing and Urban Development (HUD) allocated $38,282,000 to the Commonwealth via PL- 117-43 and PL 117-180 to support long-term recovery efforts following the remnants of Hurricane Ida in 2021. Grants will be available for federally designated disaster areas impacted by the disaster. Uses Housing assistance, including housing rehabilitation and housing incentives, Multi-family housing development and related activities, Infrastructure improvements, Mitigation activities. Eligibility Units of local government in the five counties most impacted by the disaster: Bedford, Bucks, Chester, Delaware, Montgomery, York Funding Priority will be given to projects benefitting residents in Delaware and Montgomery counties identified as the Most Impacted and Distressed (MID) counties. Priority will be given to projects benefitting low- and moderate-income individuals and households. Terms Seventy percent of the grant funding must be used for activities that benefit low- and moderate-income persons. Refer to program guidelines. Eighty percent of the funds must be targeted to Delaware and Montgomery Counties and municipalities within those counties.
