Description: Under this NOFA, CDBG funds are provided as grants to Non-Entitlement Units of Local Government for projects and programs that will reduce disparities in their communities. All CDBG activities must meet the National Objective of benefiting low- and moderate-income persons. The objectives of the CDBG program are to develop viable communities by the provision of decent affordable housing, a suitable living environment, and to expand economic opportunities, principally for the benefit of Low- and Moderate-Income (LMI) persons, families, households, and neighborhoods. Applicants must meet one of the following requirements when the application is submitted to be eligible for funding under this NOFA: -An eligible Applicant may apply on its own behalf -An eligible Applicant may apply on behalf of one or more other eligible Applicants -Two or more eligible Applicants, which share a program, may submit a joint application -An eligible Applicant may apply on behalf of an eligible subrecipient including a non-federally recognized Tribe or nonprofit. In addition to Activity and application limits identified in the NOFA, an eligible Applicant may apply for activities in service areas within or outside of the Applicant's Jurisdiction when the Applicant is applying for funds set aside by the California State Legislative
